The specials are all included in the Netflix listings except for the ones in between season 4 and 5. After season 4, you have to watch The Next Doctor, Planet of the Dead, The Waters of Mars, and The End of Time. I don't think Planet of the Dead is on Netflix anymore so you'll have to go digging.
And I know that the Doctor and Rose had pretty good chemistry and the writing for them was okay, but it was totally out of character (and a little too Twilight-y for my tastes) for the Doctor to fall in love with her. Their 'connection' didn't work for me at all.
And I dunno about popularity. Doctor Who is a cultural institution in the UK due to the old show being on for 26 years, so any revival (as long as it was of good quality) was bound to be popular. The show's rising popularity in the US has happened over the last two seasons with Matt and Karen as the leads. Rose and Ten were big essential characters who helped the show become what it is today, but I don't think they were the only keys to the show's success.

Well everyone I have heard of who got into Doctor Who stateside started in the middle of Tennant's run. I remember finishing the current season of Matt Smith and thinking wow, this guy is really getting good now that he's had some time to settle into his shoes as an actor. But then I went back and re-watched the Library episode with Tennant and I was just blown away at his acting abilities.
For me personally, an actor with true skill can convey their character's thoughts and emotions with a simple look or expression on their face (like a lot of those images I linked to) without any dialogue at all. There's very few actors I've come across who can do this really, really well and I'm usually very fond of anyone who can. It takes real talent to express something to a universal audience without words. I think Tennant had that skill as an actor, and that's impressive regardless of whether or not you liked his character.

It's definitely not Tennant's acting ability that I'm calling into question. The man is a brilliant actor and deserves every bit of praise he gets. The writing is what bugs me.

By that, I mean I recently finished season 2, but I think I'm going to take a little break before continuing on. Too addicting

Well, I'm glad she didn't die. It was a pretty intense ending.
I assume that the doc won't really love any other companion the same was as he did Rose, but then again, perhaps her death was compulsory to keep the story flowin'. As you said, it was a bit Twilight-ish (even though I've never seen/read twilight), and they can't keep on goin' that direction, now, can they?

Yeah, it was really necessary for her to go at that point. When a companion sticks around for too long the show will become too centered on them and it might be difficult to recover when they leave.
The whole love interest thing kinda bugged me because he's had so many companions in the past, and he's also had a wife and children at one point. I think that was trying to modernize the show and they haven't really dipped back into that well since then.

No it's not.
Season 1 is mostly terrible, season 2 is better (with a few outstanding episodes), and season 3 (which is called Children of Earth and structured as a mini-series) is fantastic. And season 4 is... I don't really even know how to describe it.
It's quick to watch though, so if you have the time I guess it's worth seeing.

I'd tend to agree with Timey Wimey about Torchwood. I began watching it because there are a few crossovers where the seasons intersect, so it's nice to get Jack's perspective on events compared to the Doctor's. But season 1 was pretty difficult to get through. I was promised that season 2 would be better, and it kind of was. So if you can get through season 1 then you'll be alright. But I don't think you can just skip it, you'd miss too much of the character backstories and such.
The short Children of the Earth season was pretty good, I liked that, but I don't really remember the newest season at all. They tried to Americanize it and I didn't think it was bad as I was watching it, I just didn't find it particularly memorable. Either way, I suppose it's worth watching.

Miracle Day was an american production (comparing to all the previous series by BBC Wales) so it was bound to feel more american but it's still good.
I just went back and looked over series 1 and yeah, it was pretty bad comparing to later ones. Still worth watching if you like character backgrounds. Also this (very NSFW. Watch to the end.)

Heh, Torchwood did have its interesting moments. You'll never see anything like that on Doctor Who.
